Unable to Dial Out

I am using a T.38 Fax service that is running on my print server. When the call out takes place you can see the IP's are different.I'm trying to figure out if there is a way to whitelist the IP to allow the call or what exactly is going on so that I can change what needs to be changed on the client side

Address of my 3CX server: 10.0.0.102
Address of the Fax Server: 10.0.0.3
