Upgrade to v15.5 SP3 not working

this is the error i get when trying to upgrade. running debian 9. installed version 15.5.6354.2

Are you running the upgrade as sudo?

Please follow the instruction in the following post and let me know if that fixes your issue. As you are running Debian 9 you will need to replace jessie with stretch in your source list
