Upgrading CPU count on 3CX Hosting plan

I have a client who we don't manage, he's managed himself over the years.
He is using a 3CX hosted instance running v18.
when he tries to upgrade, it fails due to CPU count.
how would he or we increase the resources to V20 will install correctly?

I would contact 3CX support. All servers should have at least 2 vCPUs. Maybe that one was really old and didn't get updated?
