Users Loading Very Slowly

I'm running version 18.0 (Build 935). My license has been automatically converted from perpetual to annual subscription recently.

When I click on the users link, it takes very long to load the list. Shows a blank list until the list is displayed. Usually several minutes (up to 10 minutes) irregardless of whether I used the local IP or the cloud url address.

Has anyone observed this behaviour?

It's runnng on a Hyper-V VM on a DELL PowerEdge R2300 server. VM allocated with 4 thread and 4GB on Windows Server 2019 Standard Edition for at least 3 years now. CPU loads barely 5%, disk 20%, memory 30%. Internet connection is fiber 200Mbps.
