Using ISA 2006 cannot receive a call

Hi,
This is my system:
• 3CX (I tried V3 and V5)
• InPhonex
• Windows 2003
• ISA 2006 (This is a different server)

I did a rule to allow a new protocol from External to 3CX server.

Protocol parameters:
• Primary Connections:
3478 TCP Inbound
5060 TCP Inbound
9000-9017 TCP Inbound
3478 UDP Receive Send
5060 UDP Receive Send
9000-9017 UDP Receive Send
• Secondary Connections:
3478 TCP Outbound
5060 TCP Outbound
9000-9017 TCP Outbound
3478 UDP Send Receive
5060 UDP Send Receive
9000-9017 UDP Send Receive

I know I did open more ports than I was supposed, but it still not working.
Any Idea?
