V11SP4 no incoming calls after win 8.1 update

I followed the windows update recommendation and installed 8.1. My 3cx v11sp4 wouldn't accept incoming calls. I tried to reinstall 3cx but when attempting to open the administrative interface got the exception "configuration server is not connected." Is there a way to fix this?

I have not matched Windows 8 and 3CX 11.. but check on the services statuses.
I get that when they have to restart and I didn't give it enough time.
Else, first thing is to turn off Windows Firewall and restart the services, to see that you don't have a new "blocked" problem.
