V14 multi-tenant upgrade to v15

We are looking to upgrade our clients that are currently on our v14 multi-tenant instance. Since v15 no longer supports multi-tenant, what are the best options to upgrading these? Will each instance need its own machine, whether physical or virtual. We are a MSP so is cloud hosting worth it? What is the best way to minimize cost for our clients and get these upgraded asap?

They're currently running on windows server 2016. Recommend using the intel nuc with the 3cx os, VPS, or just spin up a vm? If VM what flavor of linux?

I'm assuming this will run on ESX?

Sure. I use both ESX and Hyper-V. I think there is a list of supported virtual environments somewhere, but to answer your question, "yes". And it's Debian Linux to answer the other question.
