I thought this was silence suppression but after more digging and another example being sent to me I've found that many (or all?) voicemails are being clipped around the 2 second mark and are missing approximately 14 seconds of audio.
This must be a new development, there's no possible way that we've been missing 14 seconds of audio in all of our voicemails for over a year and nobody has brought it to my attention.
EDIT: Solved. Vipre Antivirus was causing it. I disabled Vipre on that server and left a message for myself with no clipping. I enabled Vipre and left a message which was clipped. I have disabled it for the day and I will fool around with it later tonight adding %Program Files%\3CX\ to the exclusion list and see if I can get it to play nice.
