I'm interested in creating a way for employees/clients to call a number to learn of potential schedule changes due to weather. This message needs to be easily changed by upper management from home when a delay or closure is decided.

One option might be to create an extension that immediately rings to a vm box. Changing the outbound greeting would be pretty easy, but there doesn't appear to be a way to disable accepting incoming messages.

The other option would be a digital receptionist, but changing this message would be difficult and likely require a phone admin.

Are there other options/ideas I may be overlooking?

We did something very similar. In our case it was a job-line where people would call in and listen to currently available job postings. This "list" of jobs was updated on a daily basis. We created a Call Flow Designer (CFD) application that the administrator would call, record the new job listings, then the CFD would save the updated prompt to the IVR (requires Call Control API code). If desired, you could require a PIN to access the CFD so only someone with the PIN could make changes. Sounds like you need to do precisely the same thing.
