When dialing an international number if I need to prefix the number with a service code...

To dial an international number using a specific service I need to prefix the number with 189, I have allowed the specific country code (86).

If I use the outbound number reformatting option to remove the + and prefix the 189 does the system block this call because it is not the correct country code?

So customer dials +86xxxxx and system converts to 18986xxxxx.
