When does 3CX expect to have all it's business partners trained on V20?

I have been trying to get on to a 3CX V20 course for a while now, maybe 6 months, but I 'm always too late.

When does 3CX expect this backlog to be cleared?

We always have new webinars every month, and the moment advanced webinars is ended, we right away schedule the next one.

You dont need the courses to get the certificate. ;-)

Yes, indeed you can take the exam, but keep in mind that there are new questions in the test as we have new information in the material too, for example Departments and the options there. Call handling for the office hours etc.
