Where is Windows Installer 4.5 per win 2008 Foundation ??

a pre-requisite for version 10 is windows installer 4.5
i go at this url http://www.microsoft.com/downloads/it-it/details.aspx?FamilyID=5a58b56f-60b6-4412-95b9-54d056d6f9f4 but not is nothing ?
where is Where is Windows Installer 4.5 per Windows 2008 R2 Foundation ??

I know the pre-requisite applies to the MyPhone portal local install. I just installed 3cx PhoneSystem on Win 2008R2 Foundation and it did not ask for the installer. Either it is already present or not needed.
