Windows App Dialer shows all extensions

I have multiple groups on pbx, I don't want to groups to see each other. I have set all groups to not publish to other groups and users.

Windows App works fine to hide extensions on Presence information tab. But when I click the dialer on top, it shows all extensions in all groups regardless of group settings.

Is this a bug or normal behavior? I want to hide groups from each other completely.

When pressing the dialer it actually shows you the company phonebook where also PBX extensions are part of. So it is expected to see all extensions there.

Can I turn off the phonebook? It's pointless if all extensions are visible despite group policies in effect. Thanks
