Using the Freepbx converter https://www.3cx.com/docs/free-pbx-converter/

I've followed the guide creating/converting a backup from a FreePBX14 instance onto a brand new self-hosted 3cx V18 VM and I'm getting an error "There is an error in XML document (2, 2)." when trying to upload the converted configuration file (220718234624Db.xml)

In PbxWebConfigTool.log

2022/07/19 09:56:03.487|Dbg|0010| Uploading SetupConfig file exception: System.InvalidOperationException: There is an error in XML document (2, 2).

There is no other XML's I can use from the ZIP file 3cx gave me back once I uploaded the tar.gz file to https://pbxservices.3cx.com/config-converter

Any tips?

The XML file starts off like this. Is it for V16 only?

<?xml version="1.0" encoding="utf-8"?>
<PhoneSystem>
<header>
<version>16.0.1.273</version>
<Date>6/5/19 8:27:46 AM</Date>
<TenantName></TenantName>
</header>
