I have about 250 combined count of Yealink T22 and T28 phones in my system. Is there a way that I can provision the phones? I understand firmware may be ended, but now I can't reuse a phone on a different extension and have it provision.

There are still templates for these in 3CX so you can use PnP provisioning as long as they appear in the phones list.

If they don't you need to investigate why they don't: https://www.3cx.com/docs/plug-and-play-ip-phone/

The other thing you can do is setup your extensions and take the provisioning link off the extensions and manually enter them into the phones interface.

Delete the current config with the console, i.e delete the old extension, or delete the phone config under the extension if you more than one phone under the extension

do a factory rest on them (pressing the OK button for awhile), then you can provision them according to the info in this url https://www.3cx.com/sip-phones/yealink-t20p-t22p-t26p-t28p/
