I understand this is end of life but can we still auto provision them? What are the downsides of using this model? I want to fill an office and can get a decent price from a warehouse.

You can still auto-provision them. They may not have issues at the moment but they may not recieve new features and may have issues in the future.

I would reccomend looking for Yealink T46S or T54W, these are normally a fairly similar cost.
 
I don't really see any long term issues with using these phones. The major changes requiring firmware updates were the LE cert inclusion. Even if LE was going to change roots or something like that, you generally have at least a 2 year window before something like that goes into effect. So if that's the only option that fits in your budget, you should be good. That being said as @Rhys Haskell mentioned, The T46S or the T54W are the replacements for the T46G. You could also look at the Snom D785 which is pretty comparable to a T46G but has current support/firmware and a 3 year warranty. There's also a rebate going on which you may be able to take advantage of.
