Unsupported Yealink T46S Custom Template for multicast page button

All,

I am attempting to create a custom template to assign a line key for multicast paging. I need to bypass the PBX for this as the client needs paging to work if external access to the PBX is down due to internet failure. The PBX is hosted in AWS and connects to the client via an SBC.

I created a copy of the T4x template in 3CX and modified it according to the documentation I found. Here are the relevant snippets from the template.

From perusing through the forums I believe this should work. However, the template does not apply to the phone. I removed it from the extension and added it back with the custom template and no changes propagate to the device. Any ideas? Where are the logs at which might indicate what is going on?

Have you verified the changes via the +Config button under phones?
 
When I look at the config using the Config button under phones, it does have my changes. The phone itself is no longer provisioning however. It will not pull the changes.
 
So the weirdest thing happened. I plugged in a USB WiFi adapter to the phone to test WiFi connectivity for a client. Once my phone connected and grabbed an IP, it provisioned and pulled the template. Now it has the custom template I assigned.
 
I am confused why connecting to WiFi pulled the config but on the LAN it did not.
