Solved Yealink T46S - no service - not provisioning

Hello, I have many Yealink T46S phones and they all auto provisioned after doing a factory reset.
I just bought a few more and I cannot get these to provision.

I added the MAC address to my system, did a factory reset, and I even tried entering the Provisioning URL on the phone manually.

the phones show "no service"

what could be the issue?

Do they have current firmware? https://www.3cx.com/docs/phone-firmwares/

First you need to ensure that the firmware is the latest supported.
Also are the phones added as router phones?
