how can i change the option to a ZERO OUT from user voicemail instead of having to hit * to go back to the operator extension? I notice that when users record their personal greeting, that canned voice saying "record your message or press * to reach the operator" is no longer there

Regarding your question, changing the behavior of pressing * when the user voicemail prompt is not possible. Recording your voicemail prompt will replace the standard vmail prompt, but you can not change the * to Zero.
