Outbound call to Columbia using internal

I have a pbx setup in the United States that has been working fine. We hired someone in Columbia and gave them an extension. The user is able to call into the US internally, but when we call the user internally it goes straight to voicemail. County blocking has been disabled on the PBX for Columbia. Is there something else I need to check?
 
Internally via extension number?

What client are they using?

Country blocks do not apply to internal calls. What is the status of the extension when you call it?
 
Hi, if we are talking about internal (extension) calls, what device are they using? Browser, apps, phone? If browser/PWA have the enabled the browser notification (bell icon)?

It just says unavailable, but the user is able to call other 3cx extensions we just can not reach the user

They are using browser, I will find out if they enabled browser notification.
 
I'm assuming that the extension shows as registered in 3CX.
If you have access to the 3CX Activity Log, you might want to see if there is a reply when an Invite is sent to the extension. You might also check to be certain the the IP that the extension registers with, is correct. It could be that the extension is able to send to the PBX, but for some reason (network configuration/restrictions?), is unable to receive anything.
