I have got thus far, but how do I optimise for 3CX packets?

I have read the following article which is specific for Windows Server 2008. Server 2003 doesn't appear to have the same policy selections:

This is correct.
As far as I know, the only QoS setting for W2k3 is described in the link I gave you.
