Solved 3CX Emergency Number Setup

Hello, I would like to know how to setup our phones to dial 311 call on 3CX v20 system, the manual I look at is for v18.

The guideline is for V20 emergency configuration:

OK, thx, I put rule name and number, which is 311, I also route 0 to Voxtelesys. When I dial number on my Fanvil phone, it says call is forbidden by administrator, Do I have to contact Voxtelesys for setup first? Do I leave call for exstensions block?

3cx is seeing 311 as an extension, to override use outbound rules in this example 811 is the number

I just found out that Voxtelesys don't support 311 calls, thx for assistance.
