3CX provisioning remote ip phone

This implies that you have configured the phone to use STUN and you phone is now bound to the RPS server. Edit your extension and navigate to the Options tab. Make sure that the option "
Disallow use of extension outside the LAN (Remote extensions using Direct SIP or STUN will be blocked)" is not enabled and try again

If you have an SBC then don't use STUN, it is more complicated and requires more port forwarding.

If you provision via STUN it will keep its settings as it is then bound to an RPS server and will thus use this every time it gets a WAN connection.

This was probably the reason that the phone was not connecting via the SBC.
