3CX SIP incoming call work fine , outgoing call not work

we have 3CX installed in Linux debian last version, with ip 192.168.1.15 ... there is no port forwarding and this ip have no internet access ( actually we give it access to internet for installation and license only, after that there is no internet for it )....
we have SIP trunk from unsupported voip providers, there is Cisco router exist locally for SIP, now incoming calls work fine , but we can't make any calls (it's not issue of outbound rules ) it's issue of routing, this is the event log from 3CX when we try to make call.
Call or Registration to 966567849795@(Ln.10003@VoipOutgoing) has failed. 94.77.211.70 replied: 480 No Routes Found; from IP:94.77.211.70:5060

Kindly find attach wireshark capture during outgoing call

there is Elastix server installed and when we power it on with same ip 192.168.1.15, all calls working incoming and outgoing, when we turn elastix off, and power on 3CX , it take same ethernet cable and ip from elastix , incoming calls working , but outgoing NO

I assume this is coming from your provider. You may want to speak to them about why it is happening. They should be able to tell you, if a setting needs to change, at your end. Number format perhaps? Is the leading "9" meant to be left on there?
 
FYI - the 3cx needs internet access for call home function ,

the server validates the license, fqdn and may downgrade the license if it fails to call home

if using 3cx ssl encrypt, this needs extending every 90 days and needs internet access
