3CX Speech Transcription Service Error

I created a key following the guide https://www.3cx.com/docs/voicemail-transcription/#h.88sf19thbkgw and enabled the service in my 3CX instance. My instance meets all the minimum requirements for this service

But I am getting this error in the 3CXSystemService.log

Speech Transcription Error! Failed to connect to the speech service. Please, check that your Microsoft subscription key is valid and not expired.

any ideas on how I correct this? One item that seems to be missing (from 3cx and the 3cx documentation) is the ability to specify the Azure data center that 3CX communicates with. The data center 3CX has chosen to use is also missing from the instructions Does anyone know what data center 3CX uses by default or if this value can be modified? currently I suspect that this is my issue.
 
I read somewhere that new subscriptions have been disabled by Microsoft as they are rolling out a new service. This will require some changes to the 3cx codebase as well.
 
I had no issue or warnings on the Microsoft side registering the service. I am unsure how I could verify this
 
Thanks. Seems I am on hold until 3CX releases and update to address this
