I have about 40 end users at one customer whom use the voicemail to email and are becoming very frustrated that they cannot listen to the voicemail. They cannot install the 3cx app on their phone either so the only way to get ther voicemail is for them to call in. Is there any way to change the format back to PCM or another Codec so they can listen to their voicemail to email files?
 
Have them install VLC. It can read any file.

However, I have tested the files with many phones and never had this issue.

What version of Android are they running?

Also, yes you can change the format of the voicemail files but it won't convert the current voicemails.

You can change the format of recordings, but not the format of the voicemails.

- Voicemail is PCM only, no options to change this
- Recordings can be either PCM or ADPCM (if recordings compression is enabled, and only affects new recordings)


Android
If their Android device cannot play the voicemail file then, they can download VLC which definitely can play the files.

Note: Android needs an associated app to play the audio files, so since there is no "default" that exists on all Android devices across the board, each person's experience will differ. Usually they all have a music player/store app and you can give that a go, or just tell them to use VLC which is pretty much universally guaranteed to work.

Desktops
Most PCs will have some kind of media app that can play PCM by default, but for ADPCM you might again need VLC which is guaranteed to play it.
