advanced uutbound Dial Plans

Click to call and other sitiuation where the end user or the telephone number clicked is missing the leading 1 digit.
For example the clicked redil number or email number is 555-555-1359 the system needs to insert a 1 at the begining and strip the non numeric characters "-". is there a place to create advanced dial plans to do this? in version 10

You will need, either an outbound rule to handle numbers dialled without the 1, or, in some cases (some) gateways have an option to add a prefix to incoming caller ID, so the number would show up as "diallable"
