Alternative to Play Intro Prompt?

I have a water utility customer that occasionally has the need to announce service notices (ie, boil water notices, water line breaks, service interruptions, etc), prior to speaking to an agent, during periods of high call volume. I accomplish this by setting a Play Intro Prompt for the office Call Queue. Is there a quicker or easier method for the customer to do this? They are not the most computer savvy, and I am hesitant to give them admin access to do this. However, there is a need for this to be done outside of our operating hours. What are my options, if any?
 
About the only "simple" method (and that's a relative term) i can think of, off hand...perhaps a second, or third queue, each with a specific opening recording, depending on the situation (all depends on how many scenarios there are). The call could then be directed to the correct queue as needed. Of course, the agents would have to be members of, and logged into, the queue being used that day.
 
IMO Brian you are doing a valuable service to your customer, don't change anything. all is in your post, you do what customer ask you to do , you take care about their pbx not giving them admin access.

For me no better option, do this when they need, include this in annual maintenance service contract

Brian ask for others options than having to change wav file in Q, without giving access to customer because this needs admin right, is this what Brian asked ?
