Blocking calls to a given dialing code

Hi chaps

I want to block calls to given dialling code. From what I can gather the only real way to do this is the following. Can someone check that this is correct?

1) Create a fake VOIP provider entry for a provider we dont use
2) Create an outbound rule for calls to 9xxxx and set the "make outbound calls on" to use the fake provider
3) Sit back and check for screaming users

Is that about right?

no need to create a SIP Provider look at the below image

you will see that i have not defiend any call routes.

Simply apply and move the block rule to the top of the list.

Could you please specify call scenario where it should be blocked?
