I'm told by a user that they can hit # sign and bypass the VM greeting. This is not built as a DIAL CODE. Where is this configured and is there a document of such short cuts that I can provide to end users?

You mean codes like *, to transfer out of some "situations", to an operator? Not a list, that I've seen, as there are not a lot (now, only the two that I'm aware of). Of course these come into play in only certain situation, where as dial codes, are normally used when you are listening to dial tone.

Can these be modified...most likely not, in the same manner as some of the fixed extension/service numbers , hard coded into the system. If 3CX allows you to modify something, it will be listed as such.

Now, that's not to say, that, with enough requests to do so, this isn't going to change in the future.
