Calling a ring group gives busy signal when no telephones are online

We have a ring group for each of our offices and I have defined to forward the call to an outside destination number if not answered within 15 seconds.
This works great, but we get the busy signal if no telephone in the ring group is online.
In this case we would like to directly forward the call to the outside number.
How can I configure this?

If a telephone is online and doesn't get answered do you still get a busy signal? If so it's a problem with your outbound rules.
 
We have configured this. But instead of the call forwarded, we get a busy signal when all phones are offline.
 
Again, do you still get a busy signal when the phones are online? As in if you let it ring without answering does it forward correctly? I'm assuming the answer is no and that it's a problem with your outbound rules OR it's a problem with your provider not supporting Clip No Screening.

When at least one phone is online, then everything is working.
Clip no screening is also working, we are using it a lot.
 
Well I guess you'll have to do some troubleshooting then and look at the activity log to figure out why it isn't working

I've checked the logs and the only entry is

Check your outbound rules. If you restrict to extension groups, it won't work because the forward is done by a system extension (since V16). You must have a generic rule not restricted.

That is possible. We have an outbound rule to only do calls over one specific trunk and to allow conference calls for the 700 extensions to call outside.
I don't see which extension is used by 3cx to forward the call.
Can you tell me which one it is? Or do I need to allow everything which doesn't sound right and secure.
 
Create an outbound rule, entering the external number in 'Calls to numbers starting with prefix' , then select you route.

Make sure this is above any other rules, that may block the calls (Outbound rules are processed from the top down)

Thanks for the hint in the right direction. ;)

When I enter the external number in the outbound rule, the call gets ended directly now.
I will try to figure out what's wrong.
