Can I have 2 separate pbx at two locations if they are connected with a vpn tunnel

We have two locations and I plan on putting a pbx at each location so we have redundency. They two sites are connected with a vpn tunnel. I got to wondering will I have issues? Will the phones know which pbx to get their config from?

I think you will need to look into failover here and use your VPN to make them appear on the same network https://www.3cx.com/docs/failover/
