I have edited a 3cx that uses 1XX as an internal number and has 0 to exit, is there a procedure to change the internal numbering. Example if I export the internal list in CVS and modify the internal numbers and re-import it into a new database? The phones are re-provisioned and also the applications right?

Currently the 3Cx is a V20 update 3 on premise

You cannot change the extension length. A completely new install is required FROM SCRATCH. You can reimport DIDs and other resources, but there is no way to convert a a 3CX from a 3 digit to a 4 digit extension length.

I don't want to go from 1XX to 1XXX but from 1XX to 2XX

My question is are the personal address books saved in the phone's configuration file?

Once an extension has been created this is something that cannot be changed.

You would need to delete an extension and recreate it.

Of course I know this, but as I said above if I export the list of extensions from the user panel and change the extension number from 1XX to 2XX and re-import the list into a new database, therefore a new 3cx that has the same IP and FQDN, at that point the phones should still be connected correctly, I saw that the export in cvs actually exposed every user option. So it should work right?

The phones also need to have their extension number defined in the configuration. So you would need to have the phones deleted from the old extension and imported into the new otherwise they wont import.

Why is the name of the provisioning folder changed right?

Is there a procedure to export the backup, modify it and re-import it?

If instead I export the list of extensions I modify it with the number of extensions I want to use and consequently delete all the extensions and re-import them? Should the applications and phones re-provision with the new number right?

You have to factory reset and reprovision the phones after.

Why do I have to reset the phone? in this case the provisioning share is not changed because the exchange is always the same, the url remains the same, and by exporting the list the authentication id and password remain identical, only the extension number changes which by reprovisioning the phones should be re-acquired correctly

If you are convinced it will work then try it. You will obviously have an unmodified back-up, to restore the system, in the event it does not .
