Change in Outbound rules v12 SP4 international calls

After upgrading to V12 sp4, it seems our outbound rules were changed.

The rule for regular national calls didn't work and received a response "Called number does not exist"

I recreated the rule with the following parameters:
Calls to Numbers with a length of: 10
Calls from extension group: ALL

Route 1 SIPProvider Strip digits 0 Prepend 1
Route 2 SIPProvider Strip digits 0 Prepend 1
Route 3 SIPProvider Strip digits 0 Prepend 1

The rule for international calls is as follows
Call to numbers starting with prefix 011
Calls from extension group: ALL
Route 1 SIPProvider Strip digits 3 Prepend 011
Route 2 SIPProvider Strip digits 3 Prepend 011
Route 3 SIPProvider Strip digits 3 Prepend 011

The server event log shows the following (XX is the IP of our SIP Provider.)

Call or Registration to 01131235519411@(Ln.10006@SIPProvider) has failed. [ V4 XX.XX.XX.XX:5060 UDP target domain=unspecified mFlowKey=816 ] replied: 404 User Not Found; from IP:XX.XX.XX.XX:5060

It looks like the rules are responding properly - but the provider doesn't recognize you.
