CID reformat - how to add country code for CID in local format only

Hi all,
I got a challenge with CID reformatting:
SIP provider sends CID without any prefixes or country codes for local callers (i.e. 123456) and international calls CID in format country code+number (i.e. 441234567890 for UK (+44) caller, for example)
I need to create a CID reformat rule based on CID length to detect local CID format and add local country code with "+" simbol and add "+" prefix to international calls. Does anyone know how to accomplish this task?
