Cisco Enterprise Customer Considering 3CX - E911 Groups

We have 5 sites - with obviously different physical addresses. For E911 - we use Cisco CER product which looks at the source IP address of the phone making the 911 call and maps that to a specific calling party ID number which is then mapped to the correct address in the PSAP databases. Cisco CER also provides email notification each time a 911 call is made.

My question:

Can 3CX place each of our 5 sites into groups which are then mapped to Settings >> General Settings >> Emergency Numbers so that when a user from Site A makes a 911 call, the PSAP will receive the correct calling party number ID and send first responders to the correct physical address and our internal response team would receive an email alert.
 
Yes. You create groups for each sites and set a E911 DID for each, which is linked to an address on the provider side.

So now my question is - since we use Flowroute and they require a prefix to all outbound calls - how do we create those routes? Because we are currently using the Emergency Number feature and I see no way of prefixing onto the 911 dialed digits - whereas Outbound Rules allow that prefixing but don't provide the notification email process. So essentially when we use the Emergency Number feature - it appears to be bypassing the Outbound Rules configurations.
 
I think the 911 config follows the outbound rules configuration, so the prefix would be added anyway.

That would be something to test.
 
My testing shows that when you configure an Emergency Number - it follows those routes - NOT the Outbound Rule routes.

What prefix does Flowroute requires? And, even for 911 they require a prefix? Ain't that illegal now?
 
So my understanding is that the prefix requirement is only for IP authenticated trunks. Switching to registration-based trunks should resolve that. Or you can always use another provider, either just for e911 or for all calls.

Unfortunately, I think you are correct. Flowroute recommends using IP authentication in lieu of SIP authentication. So we opted for IP authentication on our Cisco CUBEs. Since the setting in Flowroute is global - if we modified it to SIP authenticaiton, it would break outbound prod calls.

In the outbound rules, enter the "techPrefix*"
In the 911 settings of 3cx, just pick the route.
That works like a charm for us.

We can add some additional features as well. Our 3CX Emergency Notifier tool can monitor the current location of the phone and based in IP address change the assigned group. So, if you move a phone to a different location, or use one of the soft phones from a different location, we can update the group and thus present the correct E911 Information.

We also add multiple notification methods: phone, email, SMS, desktop popup. And you can enter detailed location information: Building, Floor, Pillar, Cube.

Kari's Law is for dialing the 9 prefix to reach an outside line, lots of systems set their phone systems up this way but did not make specific 911 numbers. If someone dialed 911 the PBX would strip the 9 and dial 11.

Would be nice if 3CX integrated IP based 911. Lots of customers hotdesk between locations so caller ID based 911 will not work in their scenario.

And the 3CX Settings >> General >> Emergency Numbers section of the GUI states:

Emergency Numbers

When dialled, this number will ignore outbound in office or out of office rules
