Creating users with csv - 2FA isn't activated

Hello,

we got to know:
If you import (create) new users via CSV file, 2FA is off by default for these users.
If you create new users manually, 2FA is on by default for this user.

This should be synchronized.
It would be great, if there would be a setting for 2FA for csv-Import to manage for which user 2FA is activated and for which user not.
