I have some yealink phones that are having trouble provisioning. the issue is that i can't get any BLFs to populate on the phone. they are currently using the provisioning URL. below is a list of things i have done/tried.

They are using a GoDaddy cert.
I've turned off setting for trusted certificates
I have added the provisioning URL to the auto provision page
I have set PBX delivers audio
They do not have the checkbox selected for disable outside the lan
I've set each extension with their own RTP port range (20 ports)
The phones are all at one location behind the same firewall
I don't want to use the SBC
This was working, but I don't know if they were auto provisioned previously.
The 3CX Phone for Windows provisions fine, and BLFs display
The phones work fine, but the BLFs are all blank. No line keys, no BLFs, nothing.
I don't know how to fix this. And RPS is ignored as well.

RPS is ignored because you have inserted a provisioning link manually.
I also assume you are using the latest version of 3CX and the default templates.

I have a feeling that this may have something to do with the GoDaddy certificate and your Yealink potentially not considering it a trusted cert. Now I know you said that you disable trusted certs only, but upon initial provisioning, I believe this switches back on.

I have a suggestion. Head over and create a new trial 3CX on our hosted platform for free: https://www.3cx.com/phone-system/download-phone-system/
Install a system using a 3CX FQDN (if you haven't got one already) to get a Let's Encrypt cert. Then try doing the exact same phone and setup on that PBX.

Let us know how it goes.
