The part I'm unsure about is, if they go with ENT+ and use 3CX Transcription, will Call Summary/Sentiment work? Or, even if on ENT+, do we still need to rely on/pay OpenAI to provide those aspects.

Call Summary & Sentiment work with the ENT+ directly - no need to talk to another AI engine to get them. If you have already been using and are familiar with the 3CX Transcription that was provided for free as a trial service for the last few versions, that is what you are getting with ENT+.
