Error When Sending Picture Chats: Party is invalid

Our company has experienced an issue on some android phones when trying to send pictures. You press on the paper clip, choose the photo and then get the error "Value provided for the parameter 'Party' is invalid: Cannot find Conversation for the provided Party value." See Attached image. This happens only on the android client, the browser portal chat works fine. Normal messages on the android App can be sent with no issue as well as calls can be made. Android App version 16.0.0.35. PBX Version 16.0.1581.

Bellow are some things I have tested on 3 different phones(LG G6, Kyocera E6560, Kyocera-E6790):
-New conversation = same error
-Existing conversation = same error
-Reprovision = same error
-Reregister = same error
-Reinstall = same error
-Image size doesnt seem to have an effect

Has anyone encountered this? Anyone have any ideas on how to fix this?
