Errors on incoming T.38 fax

I have an issue with incoming T.38 faxes -- parts of the page missing (several strips of about 2-3 cm / 1" in height not present, so the received page is concatenated to the half of its original height). I've checked the ECM and assured it is on.

Most probably this is a provider problem, nevertheless there is no clue -- NO fax error indicated.

Any ideas / somebody met similar problem ?

This proves to be provider problem (remote party) -- lack of synchronization (ISDN).
However the interesting point is no error indication.
