Extension ability to admin other extensions but not add more

Good Morning,

I have a scenario where im having to give a user on site full admin access so that they can administer users extensions, VM, pins and passwords etc but they also have the ability to add new extensions.

We dont mind that they can manage the extensions themselves but we dont want them to be able to add new extensions and phones without us knowing.

Is there anyway to achieve this?

I have tried playing around with rights and access to management console, also groups and "manage extensions in groups you are part of".

Also tried to see if they can manage extensions in a similar way via the webclient.

But i dont seem to be getting anywhere.

Any suggestions welcome.

You can give acces to extensions, trunks or all the admin management but you can't say that they only manage extension but can't create or what.. :/
