I recently came across the following article as I was trying to resolve an identical issue on the newer Fanvil series of phones.
At first I thought that this could be addressed by creating a dial plan with a 1 second timeout, this did not work.
What did work was disabling the "Pre-Dial" feature
The setting is located in the WebUI at Phone Settings > Features > Enable Pre-Dial.
By default this option is enabled. Below is the wording from Fanvil, regarding how this feature works.
Pre-Dial feature definition:
Disabled: The user enters a number and the phone will open an audio channel automatically.
Enabled The user enters the number no audio channel is opened and the user must press
either the "Dial" softkey, the speaker button, or pickup the receiver.
