Fax-server extension always busy

I have 3CX server v7.1.6391.0 with a 3CXPSMINI license installed on a XP Pro host. The fax server has extension 88, and one of my lines is configured to always "Send fax to email of extension" to default fax extension. But when I call the line I always gets busy. The log says

I also get busy-tone if I call from a local extension to extension-88

What could cause the fax-server to even not pick up the line?

Fax service requires t.38 transmissions. Check if your provider supports FOIP or run wireshark and check INVITEs sent from your provider. Details here:
