Can the fax server send a single DID faxed document to multiple email addresses? Under "Default email address" I would like to be able to enter "address1, address2, address3"

use a distribution group. you can try ; as a separator - not sure it will work however.

Stop trying to make 3CX be a mail server. Mail delivery is the job of the mail server, so use a distribution list like @craigreilly recommended.
