Forward Ring Group Calls to External Number if Users are Offline

Scenario: Client has 2 locations. Calls to location 1 go to a Ring Group with 4 users. If unanswered, the call is sent to voicemail of one of those users.
If the power/internet is out at location 1, we need to direct calls to the external number of location 2.

At location 1, on the primary user's extension, under Forwarding Rules > Available status, I set If Busy/Unregistered Forward to Number and enter the external number (Accept calls from Ring Groups is checked). If all phones are offline, the call is directed using the Ring Groups if not answered rule (goes to voicemail) instead of forwarding to the external number.

How can I resolve this? I'm open to using queues or even CFD if that provides a solution.
 
After more searching it appears this doesn't work because Ring Groups and Queues do not respect an extension's forwarding rules. But "Ring my mobile simultaneously" is processed.

So, I feel like I'm going around my back to reach my elbow here but I got this to work.

I have 2 extensions (101 and 102) in a Ring Group (800 in this example) with unanswered calls going to an extension's voicemail.
The DID's Inbound Rule points to the primary extension (100 in this example).
For extension 100's mobile number, I've entered 800 (the ring group).
In the Available status I've checked Ring my mobile simultaneously. Also, I have If busy/unregistered set to Forward to Number with the external number entered there. And I do have it set to accept multiple calls.

If all extensions are online, it'll ring all 3 of them and go to voicemail if not answered.
If ANY of the 3 extensions are online (oddly 100 doesn't have to be), the call will ring to the online extensions and then voicemail if not answered.
If ALL of the 3 extensions are offline (had to wait until 3CX recognized the phones being offline), then the call was forwarded to the external number.
Yay!?

Any possible repercussions I'm not considering?

Alternatively, is there anyway to use CFD to check if an extension or SBC is online/offline and route the call accordingly?

Extension, more or less. SBC, no you can't.

The best via CFD would be to use a queue instead, check available agents and route accordingly. They just have to logout or be in DND, or if unregistered I think it also marks them as "unavailable". (The GetQueueStatus component is available in V18 CFD.)

Perfect. I've setup the CFD and it works perfectly for the scenario.
