I installed a Grandstream FXO Gateway on the system.. Issue is there is No caller ID being transmitted to the 3CX system. There is Caller ID on the line as I had a legacy Caller ID display and was working, but not being sent on the 3CX. Everything else is working but the Caller ID.

Now for kicks and giggles I tried the gateway at a different location and still same issue on the caller ID. Still broadcasting unknown on both gateways.
So, to be clear...at the other location, the other gateway was working fine, for caller ID, but the "bad" gateway still doesn't work there?

In other words are both gateways having an issue, or just the original one that you've been working on?

Did you try the gateway from the other location, at the site that hasn't been working?
Have you gone over the settings, comparing them on both gateways?

Are you located in North America (using Bellcore type caller ID)?

No no. I have a second FXO gateway. I got 2 of the same one. I tried the 2nd one like you suggested and there was no change. Same issues caller ID still said unknown. I then took 1 of the gateways to another location for kicks and giggles to see if it would work there. And same issue, caller ID still said unknown. So 2 FXO gateways both callerID are unknown and at the other location also unknown. And yes set to Bellcore

Well the odds that both gateways are faulty is extremely high. I don't suppose that you have one of these with working caller ID at a location?
My "guess" is that there is a setting, that has been overlooked, that is preventing the CID from being presented to 3CX in a usable format or being "collected" from the line..

The caller ID is working with a traditional phone or caller ID device at both locations. But again through the FXO says unknown. I’ve been through the settings on both FXO. Both are bellcore. Both rings are set to 4. But on both even though the rings are set to 4 it about 1-2 rings before it passes to the PBX for kicks and giggles I set the ring to 8 on both to see if there was a timing issue to send the caller ID info, and on both FXO didn’t send to PBX till after 1-2 rings. Even with both set to 8 and even on factory reset.

Going by the manual, this infers that the gateway is in fact seeing caller ID after the first ring and is therefor not waiting until the number of rings in the settings. I would expect that the caller ID would show in the syslog, but i have not used syslog on a Grandstream device, so I can't say for certain. I would think that it should show in the Invite to 3CX even if 3CX were ignoring it for some reason.

In reviewing the syslog it too is showing unknown.
