High CPU when upgrading OVH VPS to V18

Hi - anybody got any advice for this? We run our customers on OVH VPS (1 CPU, 2Gb RAM, 40Gb HDD) and they were about 10-20% CPU until we moved them to V18. Now we have 100% CPU frequently with call issues and dropped packets even when pinging the FDQN from workstations. RAM usage is low but CPU is being hammered. Debian 10 (Buster) installed from OVH package manager and then 3CX backup from previous version restored to the new Debian. Rebooting does not help. Any ideas what to do next - is the VPS no longer powerful enough for v18?

Just to clarify, checking what @SteveITS suggested is important but do bear in mind that even if the instances are compliant with our hardware specs they will still not be considered supported deployments if they have been manually installed as opposed to being deployed via PBX Express as @cobaltit mentioned.
