If I’m out side of my office, can I just use any phone call my 3CX system and then use my Voip line to make a IDD call?
 
Hi Todd,
There is no problem to call your 3CX from every where while it is connected to a line or through a VOIP service.

But I do'n think it can be used to support line transfert like you want to do.

Why not to try to connect your Phone System as a remote user then use the PBX to call as if you were inside the company office?
 
This is a solution I came up with for another member but it is specific for situations where you wish to be routed to a predetermined number:
If you have pre-determined numbers to call you can setup Digital Receptionist on line you will call in to 3CX, create extension numbers that are configured to "Forward All" to each external US number you specify, and setup the names in the DR Menu. So:
Call 3CX >> DR >> Select 1 for US Guy 1 >> Extension forwards to that number. You will have to create sub groups if you exceed the first menu option total (10). Remember that you will need at least one line in and another line out at same time, plus bandwidth to properly support, but will certainly work.
