If I have a PRI SIP trunk, which allows 23 sim calls, but only need 10-12 for now, is there a problem ordering 3CX with 16 sim calls?

The answer is no. Your maximum call capacity is limited to the lowest common denominator. In this case it would be the 16 SC license.

Also make sure you factor in that a 3CX 16 sc license is for all calls (pri, internal and sip). So while you may be able to make 16 calls over the pri, it would only happen if there isn’t additional extension to extension calls at that time.
